STPCD 2026: Non-consolidated awards

John Cook

From 1 September 2026, paragraph 28.1 of the STPCD 2026 allows schools to make “modest non-consolidated awards” to teachers and leaders to recognise exceptional contribution or achievement. Paragraph 28.2 requires clear, published criteria and robust governing-body oversight, and prevents the awards being used instead of normal pay progression or TLRs.

The detailed guidance at paragraph 76 reinforces the limited nature of the provision. It requires a “modest limit” on awards and expressly envisages cash, vouchers or non-monetary rewards. In our view, this points towards relatively small recognition awards rather than significant additional remuneration.

Schools should also be aware of the detailed administration required. Paragraph 76 expects:

•    clear criteria identifying a genuine additional contribution;
•    a defined nomination process, including who can nominate and who can be nominated;
•    annual transparency about the total amount spent and the number of teachers receiving awards;
•    senior accountability, equalities oversight and regular oversight by the relevant body; and
•    clarity over whether individual decisions can be appealed.

There is also potential for workforce division. Support staff are not covered by this STPCD provision, which could cause difficulties where teachers receive awards for achievements to which support staff have also contributed.

Schools should think carefully before introducing a scheme. The benefit of making what are intended to be modest recognition awards needs to be balanced against the administration, transparency requirements and potential employee relations issues involved.
